Cap and Trade Policies (Catch Shares) in Ocean and Marine Resources

Dr. Lily Hsueh has begun work on a newly funded project by NOAA to examine how the implementation of rights-based management (i.e., catch shares) have influenced decision-making by fishermen about participation and effort across multiple fisheries.

At the end of January, Hsueh traveled to NOAA’s Northwest and Alaska science centers to meet with collaborators and to begin work on modeling fishery participation and effort allocation with the aim of quantifying spillover effects that catch share management in one fishery can create in other fisheries. The research also demonstrates the link between U.S. West Coast and Alaska fisheries and how government policies in one region can impact private sector decisions in another region.
