Cap and Trade Policies (Catch Shares) in Ocean and Marine Resources

Lily Hsueh will be traveling to NOAA’s Northwest and Alaska science centers in January 2016 to meet with collaborators and begin work on a model that models fishery participation and effort allocation jointly, for quantifying spillover effects that catch share management in one fishery can create in other fisheries. The research will also demonstrate the link between U.S. West Coast and Alaska fisheries and how government policies in one region can impact private sector and regulator decisions in another region.
